Why It Matters — the Financial Picture
English councils spent £2.84bn on temporary accommodation in 2024/25, a national record. Locally, around 700 families are currently in emergency or temporary accommodation in Nottingham, with roughly 128 new homeless households approaching the council each week. Nottingham has already reduced hotel-based temporary accommodation from over 150 households to under 5 through partnership-based alternatives — proof that this approach works at scale.
How the Model Works
Landlords and SSAS pension holders offer properties on 3, 5, or 10-year guaranteed leases
Properties are matched and vetted before introduction to a partner organisation
Rent is guaranteed for the full lease term, regardless of occupancy — removing void-period risk for the landlord and supply uncertainty for the partner
Pavale is paid a success-based fee only once a lease is signed — no cost for an initial conversation or property assessment
About the Founder
Pavale is founded and led by Pauline, who brings over 30 years’ experience across social care, the NHS, and the civil service. As an educated, qualified social worker, Pauline has also trained in property to become an educated investor — deliberately linking both disciplines to build a business model grounded in first-hand knowledge of the housing crisis and a genuine route to resolving it.
This dual grounding is reflected in Pauline’s recent appointment as Property Investors Network (PIN) Host for Lincoln, a position that further evidences the credibility and sector recognition behind Pavale’s approach.
